Home Energy Loan Program (HELP)
HELP is here, the City of Penticton is proud to offer residents its Home Energy Loan Program (HELP), which can work in conjunction with Fortis BC’s rebates for insulation, air sealing and more.
HELP is a loan service available to residents through the City of Penticton for eligible energy-efficiency upgrades. To qualify, you must be the registered owner(s) of the property being upgraded, be a Penticton Electric Utility customer, hold the utilities account in the registered owner name(s), and meet City of Penticton credit approval. The maximum loan amount is $10,000, to be repaid over 10 years on your monthly electric utility bill.

Receive rebates from FortisBC of up to $10,000 for building your home to Step Code levels, or take advantage of rebates when installing high-efficiency natural gas appliances with the New Home Program.

- Building Permit Fee Rebate: Step 3 of the BC Energy Step Code $500
- Building Permit Fee Rebate: Step 4 of the BC Energy Step Code $1,000
- Building Permit Fee Rebate: Step 5 of the BC Energy Step Code $1,500
City of Penticton Rebates
- Any dwelling which achieves a minimum of Step 3, of the Step Code at time of Occupancy, will receive a 5% building permit fee rebate.
GST/HST New Housing Rebate
- The GST/HST new housing rebate allows an individual to recover some of the goods and services tax (GST). Additionally, other provincial new housing rebates may be available for the provincial part of the HST whether the GST/HST new housing rebate for the federal part of the HST is available or not.

CleanBC Rebates - Up to $24,000!
CleanBC Better Homes Energy Savings Program – Program registration will open up on June 18, 2024
Income-qualified applicants can receive a rebate of as much as $16,000 to switch to high-efficiency heat pumps in homes currently heated with oil, natural gas, and propane.
Homes that require an electrical system upgrade can also qualify for a rebate of up to $5,000 to complete the work. This funding could help income-qualified applicants receive a total of as much as $24,000 to cover the costs of heat pump installation, including electrical upgrades.
CleanBC Better Homes is an online hub for people to access information, rebates and support to reduce energy use and greenhouse gas emissions in new and existing homes and buildings.
